Heat a large saucepan of salted water to a boil over medium-high heat. Cook macaroni according to package instructions until tender. Drain; set aside.
Heat olive oil in a large skillet over medium heat. Add onion and tomatoe's. Cook, stirring, until the onion is translucent, about 5 minutes. Remove from skillet; set aside.
Add the rest of the oil to the skillet and saute garlic. Cook, stirring, over medium heat about 30 seconds., do not let garlic brown. Add the ground beef and chili pepper, cook thouroghly until meat is browned and fully cooked. Drain the excess fat.
Add the tomatoes, peppers and onions to the skillet and simmer for about 20 minutes, stirring occasionally. Stir in the macaroni and mix until heated , about 2 minutes.
